Doh, that's a bug alright. I added a check for 'artsc.h', even though not
perfect. In some point I have to find/write a m4 macro that checks for the
'arts-config' script, and uses it to find the header and library files.
Oh well, my quick fix will have to do for the moment. Also, as another
fix, the --disable-arts option is now properly shown in configure's option
